Allow UID in MODE and KICK #36

With ircnet.com/extended-join #35 and WHOX we are able to track UID of other clients.

When a client sends

MODE #channel +/-ov
KICK #channel we might also allow to send UID, instead of the nick.

This way we make sure that noone can steal the nick if the client or server is lagged.
