add optional, but standardized support for client voice and video support.

Standardize a few standard, unencumbered codecs for usage.

I am strongly against loading images on IRC. Part of the giant interest in IRC is lightweight, scalable, even with old or weak hardware. It also makes doing flood and abuse protection harder. It also introduces new vectors for attack, such as against a jpg or PNG library.

As an aside, we have had some audio/video call stuff knocking about / in the works for a long while now. Probably good to compile all our current work on it in one -ideas issue at some point (the stuff our Mozilla friend was working on that involved c2c tags, the EXTJWT stuff that's seeing some use in Kiwi, etc). I might do that eventually if nobody else does.
