SL opcode a privileged command? #65

Lee said the SL opcode is not used by health centers. Only district-level users? She suggested that the permissions needed to be restricted further. Is any of this true?

Additionally, should we allow for customization of list of opcodes permitted for each user (i.e. just add a field to contact_profile for list of permitted opcodes)? Right now, roles allowed for data-workers and admins is hardcoded into sim/settings.py and there is no way to customize.
