Android 4.3 - Support Bluetooth 4.0/Bluetooth Low Energy for Bluetooth Smart Heart Rate Monitors

MyTracks would pair with Bluetooth 4.0 devices such as the Polar h6, Polar h7 
and Zephyr HxM.  It would be a flagship feature to get a Google application 
supporting BLE as there are few running apps supporting the new stack and those 
that do only support their own branded HRMs.  MyTracks would serve as an open 
source example of the implementation.  

Google should've handed the code to the MyTracks folks when Android 4.3 was 
announced.
