Found in EXT3

(1) EFL.TAB E-field = MISSING_CONSTANT for every single row.

(2) createLBL reacts because E-field column width has increased by two. Question: Has E-field column width changed permanently to width 18? (Has to be the same everywhere, regardless of using MISSING_CONSTANT or not.)

Seems resolved from rerun of EXT3, some ESC2.
