Use model-specific travel times for phase-relative start and end times #24

Currently the travel times used for calculating phase-relative start and end times are all using an iasp91 model. This should be model specific. @krischer will work out the changes needed in Instaseis to have the internal use of the callback for travel times be model-specific.
