Support specification of URLs for input documents

Allow a user to specify an input "file" as a URL, ala:

java -jar stationxml-validator-1.0.2.jar 'http://service.iris.edu/fdsnws/station/1/query?net=IU&sta=ANMO&loc=00&cha=BHZ&level=response&format=xml'
