Allow for the comparison of response of two different SNCLs #25

For Comparison mode, currently comparisons are limited to the same SNCL between two different periods of time (epochs).

A feature improvement would be greater flexibility that allows comparison of any two SNCL epoch responses.

Currently, there is the ability to compare two different stationXML files, which does yield some flexibility.
