Adding SOH channels requires that responses without pole/zero stages be allowed #39

I tried adding a Quanterra LCE (clock error) state of health channel, which consists of Coefficients+Decimation+GainStage elements with InstrumentSensitivity but no PoleZero stage, but Edit Response would not allow me to save this to my XML.
