Need a way to request the rucio cache is flushed #136

When specifying the DID from rucio for a dataset, ServiceX will cache the answer. There should be a flag one can specify that will cause the ServiceX rucio cache to flush.

If we know new files were added (or similar).
If xcache addresses have changed

and the user happens to know they have changed...
