Permalinks Based On ID's n- Add a virtual collection/search feature based on ID #147

iRODS assigns an ID to an item when it is uploaded. It would be nice to have a method of being able to access a file based on a permalink with the ID, either taken to a page of its own or redirected to the path / info page where the file exists.

We can propose a new virtual collection type/search that is by id and would behave like the metadata query.

This would take a bit of new development but would be a candidate for 1.0.3 where we begin to add new Virtual Collection Types.

add query by id, add virtual collection based on an id. vc url should resolve and behave as a permalink. that's the sketch of the use cas
