This is a little messier than I would've liked due to some CMake policy chicanery, but can be cleaned up once irods/mungefs#35 is done. I don't consider it a priority, though.
Worth noting that with this update, the extraneous usr has been cleaned up. Scripts relying on this package may need to be updated.
