Create `irods_demo`-like Compose project #244

We have some Dockerfiles for running the ingest tool in a containerized way, but they are disjointed and in some cases out of date. We should create a Docker Compose project for ease of use in testing and even development.

I'm gonna leave this open for the possibility of clearing out some of the older Docker projects. I'm sure that some of them do not work anymore, and some of them seem redundant. Perhaps we can make more targeted issues
