A large number of changes on the 4-2-stable branch have been made to support the unified storage tiering REP and these should be brought to the master branch as well. As I understand it, the master branch will be focusing on the policy-composed version of things (which may or may not even need code?) so it's possible that the unified storage tiering plugin will be the only thing shipped in the future.
