could put the other cmake file removal in the first commit, make it plural. but it's all fine, getting that minus.

I decided to make a separate commit for removing apply_access_time.cmake since it can be cleanly tied to #126, unlike the changes in the other commit. I didn't tie it to irods/irods#5827 because this is something that should've been done in #128/#129. Makes things clearer should someone need to go through these commits in the future.
