Create 4-3-stable branch for docs #172

I think we should hold off on this until something goes in that will not be part of the 4.3 series. The main irods/irods repo only has a 4-3-stable branch now because I thought we weren't going to put some feature into 4.3.1 that in actuality is being put in, so the two branches are identical so far. Thoughts?

That sounds reasonable. This isn't urgent either.
