Putting this in draft until we agree on the wording.

Feel free to review whenever.

Important changes:

• Removed the rulebase image
• Removed bullet list about fallthrough behavior
• Updated example
• Enabled footnotes in mkdocs config (look for [^1] to see an example)
• Updated irule, delay, and remote sections

We need to remove it or allow it to do work.

yeah codacy not happy for some reason, will look later. might need to do the 'new' way rather than what we've been doing for years.
