Confirmed that this builds against local 4.3.0-tagged iRODS packages and installs properly in an ubuntu 20.04 container running iRODS 4.3.0 as released. I'm running the test suite for ActiveMQ 5.14 and it seems to be going well

I did have to make some modifications to the build hook because the qpid-proton externals package is not available in core-dev.irods.org (just packages.irods.org, which is workable). May need that before a release, but not required right now.
