General modernization

More cpp-style or generally efficient implementations of:

• timestamps
• message string building
• etc.

A non-exaustive list of modernizations to be done (will edit to add more):

• replace gethostname() with boost::asio::ip:host_name(), add error handling
• replace rodsLog with irods::experimental::log
• use std::chrono for timestamps
