[#49] Added support for Ubuntu 20.04 and MySQL #100

I've seen success with these changes, but someone else needs to try running this on their machine before we merge it.

This PR and https://github.com/irods/irods/pull/6427 have shown success around testing iRODS 4.3 with MySQL 8.

I will verify the changes for Ubuntu 18 with MySQL 5.7 and 8. If the results are good, we can consider merging this.
