Almalinux 8 Docker container missing package for pgrep #191

To fix, install the procps package.

Similar to https://github.com/irods/irods_testing_environment/issues/189 (which is similar to https://github.com/irods/irods_testing_environment/issues/176). Probably just need to hit all the Dockerfiles, then, eh?

It's missing for others, but I'm not sure if they actually need it. My guess is yes, but we should see it fail before making assumptions.

We'll leave this open for now.
