Add parallel support to plugin test runner #85

Requires that test hooks have a --skip-setup and --test option so that we don't install the packages and stand up services repeatedly and so that test cases can be distributed among concurrent test executors.

If there are no comments, I'm going to get this merged sometime today. Will break trying to run any plugin tests in the testing environment which do not have the options listed above defined in their test hooks. At least until irods/irods#6020 is complete.
