[#567] Curb log output to stderr for (and after) pool_test #568

Fix the flood of XML being printed out from pool_test and any tests run on the same terminal thereafter within the same PRC suite run. Affected command : cd <REPO>/irods/test ; python runner.py

In preparation for merge fest either later today or monday, moving [@d-w-moore move configure_logger context manager to helpers module...] to another pull request and issue b/c most testing has been without it, and as a less critical change I feel it is best moved to a new issue and PR with milestone 2.1.1
