Add cluster support. #224

What's this PR do?

This PR add CRUD for clusters. Please, don't merge it until swapi will not be merged.

Where should the reviewer start?

Check out tests at test/test_clusters.rb

How should this be manually tested?

Run tests at test/test_clusters.rb with swapi built from cluster-support-ii branch

What are the relevant tickets?

This should probably be in https://github.com/iron-io/iron_worker_ruby , this gem is deprecated now .

I think this should be in both of them. Current lib needs these features because it is used by hud.
