Right now, we attempt to pick up whether to use initiative or position language from the base ruleset enabled. If multiple rulesets are enabled, we use both with a slash. Since, in general, we can't tell which language someone wants to use unless they are using one of the two base rulesets (and not both or not a third-party base ruleset), we should just make this configurable as a setting, possibly linked to defaults for base ruleset.
