New cohort assignment

Summary Due to the low participation in the hack, and also bugs in the submission form, we need to change the cohort assignment.

Description The cohort should be split based on

Task:

• [ ] 1. Create cohorts, how do you validate? Harsha to validate
• [ ] 2. Clean csv files for the two NAs and calculate MSPE/MAPE
• [ ] 3. Release scores and peer information without those that did not load
• [ ] 4. Manually upload the missing notebooks and add the tags based on the material above, and the summary write: "Could not be loaded".
