Yes, the problem is that the new WinForm button is inoperable but only when PSScriptPad is launched without a license installed. Please see 00:16 of the attached video.

PSScriptPad should prompt to restart itself whenever a license is installed.
Workaround
Pre-install the license with Install-PoshProToolsLicense before launching PSScriptPad for the first time.
