-Title on New-UDDashboard should change the browser title #2095

Steps to Reproduce

This happens once the page loads but not while the page is loading. This means that PowerShell Universal Dashboard is shown. We should display the title as soon as we have that info available. We might want to consider even settings a blank title until it loads.

Expected behavior

PowerShell Universal Dashboard is shown in title

Actual behavior

Dashboard title is displayed
