4.x Reader role can delete logs #3880

Steps to Reproduce

  1. Install PSU 4.4.1 MSI
  2. Create a new local user with only the Read role
  3. Logon as that local user
  4. Observe that the delete button is available under Platform --> Logging

Expected behavior

There should not be a delete button for a user with the Read role

Actual behavior

There is a delete button for a user with the Read role

I forgot to mention this is 4.x only. This behavior does not occur in 5.x.
