VSCode Extension: Should search local path for Universal.Server.Exe #45

Description

I install Universal Dashboard via scoop so it lives in a nonstandard location but it is on my path. VSCode Extension doesn't find it automatically and I need to manually specify it. The extension should first search the local paths for Universal.Server.exe and use that one if found, otherwise use the default global install path.

The VS Code extension doesn't directly edit files any more and just uses the API.
