Describe the bug
after updating to Foundry v12, tiles with the "Scene Background" action no longer change scene backgrounds. There is no console output or error message, and other actions in the tile trigger fire normally.
To Reproduce
Steps to reproduce the behavior:
Create a tile with the Scene Background action
Trigger the tile
Expected behavior
The background of the targeted scene should change

System D&D53 3.2.1
Module version 12.01
Are there any errors in the console: none
Have you tried using Find the Culprit to make sure it isn't a module interaction:: Yes
Additional context
A workaround exists using the Alter action instead, targeting a scene and "background.src" as the attribute
