Add a way for port to be fixed per project #242

Is your feature request related to a problem? Please describe. Every time I run tok up the port of my project is different, this is super frustrating, and also causes time wastage when working on decoupled projects as i need to update the frontend project every time as well.

Describe the solution you'd like Ideally re-implementation of a working proxy, but at the least a way to define the webservers public port per project.

Describe alternatives you've considered A clear and concise description of any alternative solutions or features you've considered.

I had a look at this today and there's more work here than I originally expected. Right now, we can't find the spare time to implement this for the 1.14 release, but I'm going to keep this card open in our backlog and aim to get to it down the road.
