ipv4 address fallback when ipv6 address does not have ircd running #757

Greetings,

When i try to connect to a server that has ipv6 and ipv4 addresses binded and "/set resolve_prefer_ipv6 on", if the v6 address doesn't have ircd running irssi does not connect to ircd on v4 address, IMO this should be the default behaviour.
