Network Throttle #1581

There should be a variable that clients can set that affects the amount of network traffic. All packets that are sent every x seconds should depend on this variable in some way (not necessarily in the same way). This should help (mobile) clients restrict/allow the network usage depending on availability of data usage.

+1. Not all ISPs are offering unlimited Internet bandwidth.

As I wrote in referenced issue:

I think for now my meta traffic is much greater than my payload. And such big traffic will be a problem for mobile devices.

@hardhub there is probably 0 chance of these issues being resolved. Last commit to this repo was over a year ago. Instead, you should look for / post this issue over at the currently selected toxcore for, "toktok". That is where all the development happens. https://github.com/TokTok/c-toxcore
