[Update/2.0] Radial Menu Button Focus Timeout #254

Add configurable option for how long the radial menu button will stay focused after centering right stick. The default value was and still is 1 second.

This seemed way too long if you change your mind and only want to close the radial menu screen quickly without executing any action.
