The existing implementation is clunky, and involves completely disabling the elytra while underwater, rather than allowing the player to start a swim underwater with the elytra still active. It doesn't play nice for those who use mods such as Do a Barrel Roll(and its sister mod Rolling Down in the Deep), and might get in the way of the experience, as they usually have to choose between flying or swimming when this bug is present. The concept of allowing swimming while the elytra is still active could potentially allow for a more dynamic sort of flow to an elytra user's experience(with or without the two afformentioned mods), and could even be made to work with the upcoming "glider" component when that update finally comes out.
