Allow "code only" issues subscriptions #214

Subscribing to an issue is really handy as a way to get updated when the issue is fixed. However, that subscription means getting emails on the issue discussion which can entail a plethora of "+1" comments or similar inanity.

It would be great if there was a "code only" subscription option that would only update the user when code was attached to the issue.
