Close vote system (like stackoverflow) for repos with multiple collaborators #395

It would be nice to have a close vote system much like Stack Overflow has so that the community (non-collaborator GitHub users) can help clean up issues for projects with lots of issues & people wanting to help. The repo owner could decide how many more close votes than "keep open" votes it would take from non-collabs to close an issue. Unlike SO, no "reputation" would be required to vote.

You should make the proposal more explicit.

IUUC, SO works like:

5 votes of 3k rep users

So do you mean 5 votes of collaborators?
