Temporary censorship for unpatched security reports #481

GitHub needs to allow projects admins to hide issues reported by users that contain security threats. This allows the developers to patch an issue, create a release before the world can eyeball it.

A simple checkbox on the issue to "Hide from public" view would suffice.

Commit itself will still be visible for anyone who has read access even if an issue/PR is hidden.
