Any mature feature (any mature RFC) in a offcial task list can be voted: need only a simple interface to do it. Example http://wunderlist.uservoice.com

How is this different from https://github.com/isaacs/github/issues/9 ?

The issues differ in the following way:

Issue #9 is about being able to vote on issues on any github repository in general.

This issue is basically about an official and public accessible issue tracker (by github for github) that also includes issue voting.

An official tracker would kind of replace your repository - which - as I understand it, just exists because github does not have any public issue tracker.

Issue #9 and this issue share the idea of voting on issues. But even a strong supporter of this issue might be indifferent (or less interested) regarding voting on 'normal' repository issues.
