[UI Ideas] Navigating files in PR diff view

In large PRs it's often tricky to cross-reference changes in related files and remember what file you're currently looking at. Some ideas for improvement:

• [ ] Show the current commit and file in the sticky header bar
• [ ] Allow detaching the commit and file dropdowns into floating panels
• [ ] Make the header of the current file sticky as you scroll past them
• [ ] Show the PR ID and status in the header bar, with a dropdown menu containing links to the Conversation/Commit views and maybe status checks

I recommend splitting this up into one issue per minimal request, it is more likely to be implemented like that. ;-)

Those are some neat ideas, Markus -- thanks for taking the time to submit feedback, I'll pass this along to the team working on pull requests to consider (but can't make any promises).

@cirosantilli thanks for the suggestion, I think I'll just update this issue when I see some of the suggestions implemented.
