Fix running tests on Windows #239

Update tap version to ^12.0.1. This makes the test suite run on Windows. Currently it fails because of https://github.com/tapjs/node-tap/issues/373

@isaacs As part of my follow-up from https://github.com/npm/node-semver/pull/244 this PR would allow unskipping sax in CitGM for Windows.
