Update VERSION to make us of %(describe) instead of %d #152

This should make auto-generated tarballs more stable, which helps packagers.

I forgot about the need to change the corresponding python code when suggesting you make a PR, sorry about that! Didn't mean to make you do additional work, only to preserve your contribution in the project's commit history :)

I guess we don't need the %h anymore - git-describe should suffice.
