Send message to person not in contacts yet #203

Is there a command to send a message to a non-contact in scli?

The equivalent to signal-cli send -m "Hi this is a message" +12345678901

i can see them from a different account through the signal desktop (although we have never interacted there either), so it is a valid Signal user.

In scli, you can add a new contact with :addContact. See README for the specifics.
