Smithsonian updater needs to have an option to reindex solr records by time resolved > some date #298

The Smithsonian database updater has this option. The Smithsonian solr updater does not. Really we only need to reindex the things we just imported into the database. We should add this option. Other providers currently do it by time created, but since Smithsonian is a manual process we can use time modified, since it stamps that with the time the modifier is run.
