Well it looks good, but i would still opt for separated files. That would involve some duplication, but i think that non-Italian speakers could also have specific interests about the communities mentioned, so the English list might even evolve differently than the Italian one. For example i had troubles translating "Legalità". That is a pretty specific concept and probably most foreigners wouldn't be interested in that, at least when approaching Sicily for the first time
I think foreigners would mainly be interested in Culture and similar categories. If this is the case, then we may solve the "non interested" problem by just putting it first. I'm super-okay for doing an english header, but I don't like duplicating the list, as it makes maintaining the list more difficult (and I feel this is what matters most, that the list grows and is updated).
This is just a basic example to support Italian and English
