verify no need and remove active addon: Diazo theme support 1.1.8 #501

This addon is currently active in our 4.3 build.

IIRC, we turned it on so we could experiment with it, but we don't currently have a Diazo theme and reskinning is not currently in scope of this 5.1 project, so I think we should deactivate and remove it (unless it's a baked in thing in 5.1).
