Add simple "upload KML" functionality to location editing #31

We've downplayed the workspace-context KML upload, but it would make it much easier to bring polygons or linestrings into Pleiades if there was an "upload KML" button on the location edit view.

There's been a lot of water under the bridge since this was mooted back in December 2012. Is this still worth doing, or is the combination of OSM import and paste/type coordinate pairs now sufficient?
