Also: add same as relationships between Pleiades and VIAF URIs. A Pleiades URI will be the primary, labeled one in Pleiades RDF.

Rethinking this. What we need is an "authority file" with the following requirements:

1) Defines VIAF identifiers for registered Pleiades users (username: viaf mapping) 2) Defines VIAF (or other) identifiers for unregistered content authors (CAP people, primarily). A cited name: viaf mapping.
