Passwords for users are not syncing. #5

What steps will reproduce the problem?
1. Normal use, log in as user, google account gets created, sso works, try to 
login using pop or imap client, will not work.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
Moodle 1.9.8

Please provide any additional information below.

Trying to figure out if this is normal or not.

Sorry horrible support response from everyone else, and I am stuck and school 
starts in 3 weeks.
